Guyana is historically peaceful and has relatively stable government. We can’t even figure out basic property rights let alone determine ownership and governance over natural resources.

That Turkish deal is similar to Exxon’s in Guyana.
Exxon got 75% cost recovery for their deal. After that, the remaining profits are split 50/50 between the consortium and Guyana (also gets a 2% royalty).
Turks are getting 90% cost recovery. Somalia is getting 5% royalty. After that, Somalia is getting 70% of profits.
