Surface Pro 3 is the one to get. It's a laptop in a notebook formfactor. To me, it's the perfect size. Screen not too massive that it becomes unwieldy, and not too small to where it feels like you're on a phone or tablet. After you start using the pen, you really don't want to go back to using a mouse, especially for things such as art. It's amazing just being able to draw on the screen. The Galaxy Note 8/10 tablets had the pen, and I own one of those (GN8), but the pen on the SP feels more accurate and responsive. Being able to detach the keyboard is a great thing. When you just want to lay down, you can detach the keyboard and use it like a tablet. When you need more serious work to be done, you can reattach the keyboard, or if you don't like the keyboard it comes with, use a usb keyboard. The biggest thing to me is just having a tablet and realizing that you're not stuck with tablet apps. If you want to fire up Corel Painter, Fruity Loops, or whatever other task you want to do, you're free to do so. It's expensive, but worth it.
