In a capitalist society whoever got the means of production got the power. Money is just an added bonus
Moneys just a medium of trade. Certain skills are worth certain $$ amounts depending on what the producers and controllers deem. Rich people only have liquid to buy things the rest doesn't exist, it's just what they deem and others are willing to pay for their products/businesses.
