How come we don’t have any open world games set in DC?

It sucks how we aren’t given any attention other than being used in a apocalyptic setting (Fallout 3, Modern Warfare 2 and The Division 2) DC would be a prime location for a GTA like game.

It’s home of the US government, various landmarks (Washington Monument, White House and the National Mall) and we have our own culture and dialect which makes us different from other cities. Not to mention that DC at one point had a higher crime rate than NYC and LA.

These developers are missing out by excluding us.
