There is a procedural element to every episode, but there is a story arch that is slowly developing underneath it. There are also multiple reoccurring side characters that bring cohesiveness.
Believe me, I don't fukk with procedural shows either, but I watch POI weekly. It straddles the line without going over.
Plus, Mr. Reese is the closest thing to Jack Bauer we have seen since Jack Bauer. (EDIT: I guess Liam Neeson in Taken is at that level too)

good show. i just lost it a few times when they kept switching the night and i watch nothing else on cbs. is it on netflix or on demand? show gives you that punisher vibe.
Nah they don't stream it no where, probably why the ratings are so high, they want you watching that night

i just can't get into this show 
i can't stand that whispering shyt the main character's always doing.. and him talking to the computer whining about losing his only friend had me like
i keep trying though.. made it through the first season and a couple eps into the second. i might try and get back to it after i catch up with justified.
