because allegations and rumors is not enough for a conviction. You need to prove in a court of law that they are guilty of a crime beyond reasonable doubt (which can get complex). It's especially hard when the drug dealer has the money to hire good lawyers, good accountants, etc. Add the fact that people are scared to tell on him due to repercussions. Plus if you tell, you're stopping a whole lot of people from eating. Plus, typically the smart ones keep a distance from the product and money (like i said, some accountants specialize in this shyt).

Heck, some of them have police officers on the payroll. Sometimes even the police don't mind you doing your thing as long as you don't bring chaos.

Once you get past a certain level where you move into really serious weight you should have

1)Legitimate ways to wash the money
2)Superb legal representation....seriously pay for the good ones
3)You are never in the same place as the product
5)Curate your customer base....who you sell to can get you hemmed up quicker than what you sell
6)Know the law enforcement in your area......this may involve having LEO's on your payroll.
7)Distribution. Some people believe it or not distribute through confidential intermediaries such as pastors, psychologists, lawyers.
8)Stay low key...no flossing(or if you do floss, do it out of town or overseas), conduct business with your subordinates in person(infrequently and discreetly)..no social media or smartphone chatter
9)Maintain a rainy day fund(for if they ever hem up your paper)
10)Dont tell your business to a woman....they will rat you out in a second...especially if you dabbled in outside p*ssy
11)Keep the people in your organization on a need to know basis...some people may know who your connect is....some people may know your distribution method.....some people may know other aspects....Few people if any should know your whole business
12)You are in the drug business...not the killing business.....dead bodies bring attention. You may need to kill people at some point but you should not be snuffing nikkas left and right

This is a pretty interesting case, this dude is a major trafficker, and they still haven't managed to really get him, but the feds know, and everyone else does, but dude still hasn't been hit with charges he can't walk away from.

Upper mid-level to upper level, to major trafficker, if they are playing it smart, and limiting their exposure, there are only so many ways to get them, two main ones:

1) Someone gets caught in the down chain and gives their name

2) Someone/something gets caught and doesn't give a name, but they are able to, through surveillance, communications intercepts, finances to work their way up.
