Any field will do.

Plenty of people will volunteer their backyards for $500 a month.

It's very common here in Miami
They are called ADUs here in CA. Wait a year or two when that humidity and gale force winds deteriorates the structures...

you need social services, sanitation, trash, safety/law enforcement - fires, theft, fights, drugs, prostitution, etc, what about utilities - where do they get electricity, water? you can't just throw this shyt in a field, fill it with 1000 homeless people and walk away.

The issue is a matter of American philosophy. It’s centered on merit and opportunity in an individualistic sense. So communal things like the right to healthcare or housing are inherently out of line with the typical American paradigm.

I don’t think you can solve the problem until the masses decide that being an American should mean more than the nation state equivalent of a bad quality name brand product.
