No reason, in America, any sane person should be roofless. There's ways to make it happen
you need social services, sanitation, trash, safety/law enforcement - fires, theft, fights, drugs, prostitution, etc, what about utilities - where do they get electricity, water? you can't just throw this shyt in a field, fill it with 1000 homeless people and walk away.Any field will do.
