to add to what silkk says, you're gonna wanna pay for good work, but its going to be expensive. Award winning websites are on awwwards.com and stuff like that, cutting edge stuff. Look on dribbble or behance for really inspirational stuff and then take it to upwork and tell someone overseas that you want to pay something like $5000 for something like that and maintenance (someone in thailand e.asia. Later on [2021] larger parts of Africa will have competitive internet speeds so you can further outsource then. Don't overlook E. Africa particularly Tanzania/Kenya.

I have a friend that paid about a grand to some Indian dudes on Fiver or something to make a plug-in for his site. They do an ok job of copying things, but just have a lack of understanding of what needs to be done as a whole. They haven't even gotten to the back end code for the plug-in either. So if you want something straightforward with no ambiguous requirements, that's an option. Anything that requires critical thinking is going to cost you.
