Whites are historically largest benefactors of welfare programs, they were created for cacs and cac immigrants. But once Black people get involved, the shyt falls apart. Yeah it was the program and not how it was implemented.

The Black family was already in-Crisis before Welfare was implemented. Even when it was, Black families were excluded. The proverbial 'nail-in-the-coffin' for the Black family was 'No-Fault' Divorces.

Welfare didn't ruin the Black family. It was a band-aid over an open, festering gunshot wound to it's head.​
