Excuse you just rings of attitude. It has never be perceived as polite communication. I'm surprise so many people think it does. What gives you the authority to excuse someone you don't know? You can excuse yourself not other people.
when you say "excuse me" you are asking for room or asking to exit.
when you say "excuse you" you are commanding someone to get out of your way.
If you are too petty to "ask" for room, You can at least politely announce you need space by saying "Pardon me" That works much better in that context and doesn't ruffle feathers.
