The cities where the violent crime rates ain't stupid high typically have an overabundance of hustlers. I can say this about Raleigh and Virginia Beach firsthand. Cities like San Diego, Boston and Tampa are places the violent crime is relatively low, but are breeding grounds for some real bag chasers...
