It's always on sale for mad cheap. Just like Sleeping Dogs, It was worth the full sticker price then and it's more of a steal at the heavily reduced price that it is now.

Like it's not online because he is struggling to find it? And supposedly a bunch a bootleg gaming sites got shutdown recently so that's probably why. You could upload it for him tho
