i dnt understand how the rep system works

I just tried to rep someone earlier and it told me that I have to spread rep in order to rep the person I haven't even been using the shyt at all lately...

It's self explanatory.

You can't rep someone every 10 minutes to inflate their "rating".
So the mods/owners of the coli set it up in a way that you have to spread the rep around (rep others) before you can go back and rep the same people again.

If you approve of what someone says but can't rep them, do it later when you can...or dap them.
