So it's not part of a state? So how do the citizens vote if they dont technically live in any state. My mind is troubled on this

Its supposed to be a federally separate area thats officially not "biased" to other state and federal politics.
Its good on paper.
And they vote for their local matters. mayor etc.

They get electoral votes for president but they have no voting representation in congress. Plus congress can exert some level of control over the governance of DC itself. They tried to overrule the city council and mayor on weed legalization earlier this year.
It's quietly pretty fukked up. DC has a population comparable to small states. Makes one wonder if their was a city with 700,000 white voters out there...
