Thats usually reserved for conversation where you feel the person may be unfamiliar with the topic at hand. Some people say

But they're really just talking. They're not absorbing what you're saying. Sometimes, when friends ask *is this making sense* it gives that individual a window to say *you know what, i really dont get it* It helps the individuals being talked to understand that you really want them to understand what you're telling them. I think its sincere. I think you're out of line.
