SNES and Sega Roms.
Would a cheap computer be ok for those types?

Definitely. Something with i3 or i5 3rd gen with 2.00ghz and 4gb ram will be more than enough.

The Sony VA10s are decent, give them a look.

I've heard terrible things about it and I just want that old school windows shyt.
Does every laptop I buy(excluding a chromebook or Macbook) currently have Windows 8?

Alot of laptops will now have 8, but you can definitely get a load of laptops with Windows 7 that are still on sale, or maybe even Vista if you would prefer.
Or if you find a laptop with Windows 8 that has good specs, cop it then install an older version. Just make sure you install all the drivers for your particular model so you can make full use of the features.

Windows 10 is coming out-perhaps they've made it more like the old school versions?

Just go to the pawn shop or craigslist and someone will be able to get you a computer that will fit your requirements for around 200-300.
