I think he wasn't allowed to say it in case he gets sued again. He says a lot of 'allegedly'.

I don't think it is Jay personally I think it is somebody else in the entertainment Industry but yeah he even says out loud to the camera 'I will always be broke' said money is corny but I understand what he means by 'family office' just something solid to pass down or work with your whole family. That's honorable.
