I think the best and most simplest way to do it is he gets a 3rd shot at Orton in a gimmick match and if he loses he "never gets another title shot" but he wins the RR for the title shot

I say have Orton retain at noc. maybe thru interference from the shield or big show turning heel or double count out or some other fukkery. then have Bryan cut a promo on raw that Randy can't beat him without help from someone else and he'll never be the better wrestler. have Randy get mad and challenge him at hiac. then I can see it now, just like during wrestlemania 28 weekend, the Miami faithful chanting yes! yes! yes! as Daniel Bryan stands victorious on top of the cell.
