They didn't push this back for the other XIII games. Those games were built on the same engine and they switched platforms on XV.

That and Versus/XV didn't go into full development until 2011. And Nomura said that the game was suffering from performance issues on the PS3, especially when traveling on the world map and such. So instead of downgrading for the sake of performance, they switched engines and lead development from PS3 to PC's capable of DX11 so that they could port it to the PS4 and XBO.
