Based on the fact his pew pew bullets were vaporizing organic matter it's safe to say he could take on a tank. And also if he's there to cause havoc how much damage could he cause before the military actually got involved. Not only that but what if he didn't want to fight the military and decided he just wanted to go through skyscrapers punishing business men. Dr wily made alot of robots and if you took the strongest 8 vs a major city I think it would be curtains. That city would never be the same. Cars piling into the3 freeway tryin to get away getting launched into oblivion by those megabuster blasts. What jets gonna come aND pound the city out like die hard a good day to die hard? Cut off their nose to spite their face.

The military could probably take one per city but 8 in one city. Hopeless odds
