He's the County Judge of Dallas. That position holds a lot of power so he's pretty much running the Coronavirus response for the city and is getting rave reviews for his leadership. He comes from a small town outside of Dallas called Waxahachie, TX but he also has roots in Oak Cliff. His parents were involved in Democratic politics and helped get Anne Richards elected. Clay is a Ron Kirk protege (popular black mayor of Dallas and Trade rep in Obama's adminstration) and has cosigns from the black kingmakers in the city - Royce West and John Wiley Price.
@*DalMem* is right to say keep an eye on him. You win in Texas and Western PA with Democratic like him and Connor Lamb. The coastal alt-left posters on here don't get that aesthetics/presentation matter. If Bernie didn't look like a mad scientist he'd probably be president right now.
