You're free to pray to the devil if you want but it would be pointless. He won't even care. Before he was cast out of Heaven Lucifer pretty much 
on humanity and told God that he wasn't about to bow down to some mud monkeys and that God should fall back and let him take the throne.
Since his exile all the devil cares for is how many people he can turn away from God.
