So I assume you wouldn't turn up your nose to the idea of re segregating our black youths from others when it comes to schooling?

Especially if the parent is young and healthy enough to work.
This is the million dollar question and some of the answers will not be easy to handle. The first thing that has to happen is we have to crack or smash the foundation for white supremacy. What is it? Its the Constitution. The Constitution establishes that the U.S. is built and ran with racial oppression as constitutive to the U.S. Once we get rid of it, whether through revolution or some miracle, we can rewrite the document; then we can begin self-determination programs where we will have equal access as first class citizens to resources like education, housing, employment, etc.
I'm not saying this to be like "oh its that easy" because its not...racial oppression is so deep rooted in the system that you have to crack the foundation to begin to rebuild. That's the first thing that has to happen; then you can start working on capitalism, etc...but as long as racial oppression is backed by the Constitution and the government, they will continue to find ways to oppress us based on changing the means of production. Its called Black Racial Transformation Theory and it is happening right now.
So right now I am educating our brothers and sisters of how this system works and strategies to smash it (knowledge, agency, feeding our people, supporting our people, etc.)

Dudes gotta take more business risks in ACTUAL businesses. Not just service industries and vanity shops.

I would probably just segregate certain areas and focus on improving infrastructure and job creation into those certain areas, it would actually be one of the top priorities. Give economic incentives for manufacturing to operate in these areas while hiring locally. Make tuition free for all descendants of slaves and those with strong native-american ties.
The last thing you want is to have parents working all the time and never being there for their kids.
We need more businesses to operate digitally and need to spend time with families more. In the 21st century, time is more valuable than money. Not everyone can be a IT based and work 70 per week.
We need to create more lucrative jobs that doesn't stray away from the household.

But if you look at the situation now, a single mother is "perceived" to be at home with her kids constantly. And a percentage of those kids are considered to be troubled kids.
How can we address this?
I understand cutting off welfare. But why let kids "rot" they can't really control who gave birth to them.
Stop the single parent shyt. That means stop glorifying songs that make people content being in the ghetto, as well as promoting healthy families that break all chains of mental slavery.
There line has to be drawn somewhere
