No. This is what MAJOR regulations look like. This is what lack of capital looks like. There likely isn't enough currency in circulation to create markets. Most of those people are likely traveling to work in the city, where they serve a few ultra rich that hoard the money, while they twist laws, rules and regulations that don't allow the people to expand and create. . . Of course I don't know any of this for sure.
