But at some point when a government and group targets you for discrimination and abuse people aren't going to take it anymore unless they are completely servile. Civil wars and social disorder historically happen under those circumstances and if legal and political avenues are exhausted, violence tends to be the next step. If those avenues are exhausted and people are forced to the third option, in some cases it's justified .
