Seems real different compared to the anime. Only seen it once way back when I was in Middle school borrowing anime dvds from the Public Library but iirc, the anime was

about a plot from other agencies trying to discredit and disband an anti-terrorist unit (the armored cops) the main character was a part of.

Ending was

This version is refitted to North and South Korea about to unify 11 years in the future with the anti-terrorist unit formed to stop the rebellion from both sides.
