These are my thoughts...
In summary, it's about a sustainable solution to both the immigration crisis and the employment shortages.
The population decreases and labor shortages for Europe were predicted decades ago. As such, each country developed and implemented plans to address them.
What couldn't reasonably be predicted were the events (wars, natural disasters, economic shifts) that would spur migration out of developing countries the past few decades. And which migration routes people would take.
Spain occupies a bit of a unique position, literally and figuratively. Literally because of where they are positioned on the map. With the unforseen mass migration movement from Africa and Western Asia, and Spain being a landing ground into Europe.
Figuratively, because they arent a major Western power whose covert actions are directly playing a hand in the modern migrant crises.
But as those things occured, Euro countries adjusted their ways of addressing the need for additions to the labor force. This latest move makes sense on paper.
To help reduce the learning and adjustment curve, you recruit migrants who speak, read, and write the national language already. Especially in a climate where their normal migration destination is blocking them.
On paper, easier to train and upskill migrants who read and speak the language. Same reason that (English speaking) Caribbean immigrants migrated and were recruited to fill labor spots in early 20th century America.
Not sure that Spain could have predicted that Mexican/Venez. migrant crises and Trump election(s) & hard turn against them would occur, so they surely couldnt and cant implement the prep classes you're suggesting. But because of the distance between Spain and Latin America, the vetting and screening process will prevent the sudden flooding of newcomers that usually heightens tension between them and the local population.
Spain offering courses to locals about how/why newcomers are coming in and what they should expect/how they should adjust would only build resentment
They should design a course for the govts of the countries they are recruiting from to host. To give the workers basic information about how they need to adapt to the new country.
