It's hard to compare his popularity to a Pac or Jay cause times have changed... Hiphop is now the pop music of today, plus we live in the age of social media.
Also I don't know what you mean by "surpass", but he's up there as far a "popularity" is concerned..... but popularity is the only category we can rank Drake next to Pac or Jay.
