I'd vote internal internet is worse. Only the Indian government would have total control over all aspects of their citizens internet usage. Shutting the internet down sucks, but at least it'll come back at some point and the oppressive government won't have any control over its contents.

I'm all for free speech but shutting down an internet of an entire nation is extremely dangerous... what if there's a viral outbreak of some resident evil shyt but the govt tries covering it up... trying to contain it you can only make it worse if it does spread beyond your boarders... if the internet was working you could warn other nations, call for help do something!!! But no they rather cover protests and killings up because they don't want to be judged by the rest of the world...

It goes beyond free speech, the internet is basically a utility in this day and age much like water and electricity. We are quickly approaching a point in our society because of "Big Data", machine learning, and AI where the constant input and output of data serves many functions that human life depends on.
