No. Plenty of fantastic games that don’t require combat to be interesting.

Papers, Please / Disco Elysium, Portal, various platform era, etc

Depends on the type of game

shyt like tropico and civ series don't need combat to be fun, but when it is an important function of the gameplay and there's very little combat, that can be an issue. Death stranding for example could have benefited from more combat experiences.

I actually think death stranding forced combat into the game. It would have been off just being more of a straight up walking sim with more varied terrain and traversal mechanics.

Most fun i had in DS was scaling the mountains not fighting oil monsters

It would be kinda cool if i could get in a fight with Lebron in 2k after a hard foul. but i still enjoy the game regardless. never played an NHL game but i imagine they would be trash without combat.

Sometimes I really just enjoy the story so I don't mind low combat at times. But I think I'd need something even if easy.

Those Final Fantasy Theatrhythm music games were a lot of fun. I'd prefer in some games to skip the combat and get straight into the story without interruptions.
