I don't think there are many different interpretations of utilitarianism besides the one laid out by Jeremy Bentham and John Stuart Mill. I could be wrong.

Marijuana would not be an illegal drug, if maximising utility was a goal.
Nor would the conditions that often lead to drug addiction and drug smuggling in the first place.
A totalitarian government that rules based on maximising utility wouldn't undercut a portion of the population, unless they are causing mass-destruction.
