Language? No. Not by what defines a "language".
But it IS a legit dialect.
Just as patois is not a "legit" language by definition, it is still obviously a legit and standard dialect, of the people of Jamaica.
And, Ebonics is essentially to Afr. Americans, what Patois is to Jamaicans/West Indians..
The difference is that Afr Americans have been bamboozled and c00ned(conned) into thinking that it's somehow "dumb" to speak that way, while Jamaicans/West Indians proudly embrace their twist to the force-fed English language. Their Patois. Their dialect. Their "ebonics".
What's funny/amazing/true is, if you listen to Ebonics with a favorable ear, the way we often listen to West Indians when they're speaking.. vs listening to Ebonics with a disdainful ear, you discover that it is equally as rich and melodic and appealing as the Patois of the West Indian brothers.
Black Americans will never know that though, and even moreso will never embrace it.
Too bamboozled and the identity crisis wrought down on AA's through slavery and jim crow era is almost irreparable.
It may not be an official language, but it IS an official dialect, one which should be proudly embraced, taught, and passed down generations.
