They're too lazy/stupid to actually utilize the political process, so they walk around in a circle yelling.

Most of the time it's because their views and opinions are low-key dumb as a sack of wet hammers, rendering them incapable of garnering a significant enough amount of political capital to realize their goals.

Also, most protestors nowadays are paid to do this, so you know how that goes.
