Is it wrong to use your phone at a funeral or church service?

I grew up in church, my father was a pastor but over the years I've seen some bad etiquette as it pertains to cell phones.

One recent phone incident at a funeral service started a huge mess.

Just wondering what are your thoughts about proper phone etiquette or do you feel you have the right to use your phone wherever whenever?
