I say no for one reason: Jay is very calculated.
This is the guy who on my favorite jay album said " on the dance floor, hot ass vest/you think im freaking these chicks right?/im trying not to brush against their breast, you get a lawsuit for shyt like that.
I can remember him on the Luke freak show when Luke had the two chicks eating each other during the interview. Like any young guy he was looking on smiling like this crazy. But that dude hands never left his chest and you couldn't even then see the wheels turning on some "dont incriminate yourself" shyt.
Just his peronality is very different from rkelly, diddy, Russ, or even Cosby in thr sense i could see him thinking shyt through from a million angles. Wouldnt suprise me if this dude recorded all conversations and had chicks sign consent forms lol.

But yeah, they been boiling this particular pot for a minute. Beyonce fans talk about Jay like he 'groomed' her and has been holding her hostage for the last umpteen years. His connection to young Foxy, Aaliyah and the R. Kelly shyt will be used to bolster whatever arguments people will try to make, I don't think it'll stick but they def gonna try it.
As an older cat, the age gaps back then weren't seen nearly as problematic, things change yes. But now you got women pointing up that your brain isn't fully developed til you hit about 25 so any association with a man older than that is sketchy...come the fukk on now.
