Part of it is down to the region (old Yugoslavia) having the tallest people per capita. Bosnian's are first in the world at 6'1.1. Montenegro is like 3rd and Serbia like 6th also Croatia.
They're been a member of FIBA since the 1930's so basketball is in their culture. So just like with soccer the former Yugoslavia was known for its technical prowess so it only makes sense they would have the same sort of dedication too basketball. Over 6'5 you play basketball under you play soccer
