Is there a universal cologne/perfume scent or is it relative ?

i like issey miyake and I asked my mom to get it for me for X mas , instead she got me Kenneth Cole man kind because she didn't like how issey smelled

The only universial smell is money. On the real, no there is no universial smell for cologne, but it depends. There are cologne sents for the all the seasons: for example for the fall you might wear a cologne that has a spice smell like d&g the one and in the summer you can wear a light sent like ysl l'homme.

One universial cologne I wear is d&g light blue; females love that smell
