Yes. I have always said that he was and a lot of football people that watched him said the same thing. He could run. He could block. He could catch the ball out of the back field. He could throw it. Not only did he break the the all time rushing record, despite not playing with another all pro offensive player until he was in his 10th season. He also had the all time rushing touchdown record and the record for most catches by a running back in NFL history and record for all time receiving yards. I think those records were eventually broken by Marshall Faulk or someone else. Payton also had 8 touchdown passes and no interceptions in his career and he had the single game rushing record that was eventually broken by Adrian Peterson.

Payton was also the Bears backup quarterback. He played quarterback in the 1983 NFC Championship game against San Francisco after McMahon got hurt. He was also the Bears backup punter and back up field goal kicker.
