It's a default gateway (leads to a page to login if the right hardware is detected) for a specific brand of routers. It's not anyone's IP.

OK. I can't find that model number, assuming it's a technicolor/thomson router. I found a possible default gateway address as "192.168.1.254" or "192.168.0.1" I hope you know the modem password. Did you buy the router?

yea its that 2nd one but it didnt work it does not open the window to enter user/pass

Have you ever changed the password for the login? The default is usually username: "admin" and password: "admin" If you changed that password and can't remember it, then you'd need to do a hard reset of the router (hold the power button down until the lights flash off/on or for 30-60 seconds to be safe).
