What you see when evil is happening people become lethargic almost and pay no mind. They tend to get more wicked as well. Penny has a greater influence now because he's pretty much rooted in the town. It's why he doesn't leave. Well they added the pillar part but, before that he could easily expand his reach to conquer Earth if IT wanted.
