They've botched every rumble since 2011 so I'd say it's likely.
That'd be the worst idea they can do. The crowd turned on him back when Eddie was still alive. Nobody wanted to see that bullshyt in 2007. In 2017?Or maybe Cena wins and wins 16.
But on the real, Seth seems probable.
I sort of think Kevin Owens will either win a) MITB or b) Royal Rumble. It has to happen.

They didn't get that right because they ran the angle with him and triple h casting the heel in a role that almost made in a sympathetic figure due to his history with them and the fact that they never clicked in the ring as opponents.
