Guys like Megatron and AJ Green are held back by poor qb play...hell even Demarius Thomas is held back by Peyton's noodle arm.

That being said, the best receivers are still Antonio Brown and Julio Jones.

Number 1 is all about preference. Here's my criteria.

Can you run all types of routes? Short, deep, intermediate

can you make adjustments on the ball? or does every pass have to be perfectly thrown

can you catch the ball in tight coverage or do you need separation every time?

Can you catch the ball in the red zone where everything is tighter. Or can you only catch the ball in open space. Basically can you catch tds or do you just get a lot of yards.
