Japan I don't think has the same motivations of China. They are really not that expansionist and actually outside of the right wing nationalist types they have a pretty neutral geopolitical outlook.

So more than likely it's just aid for trade at most.

They're not going to send people over to Africa anytime soon I think. If I'm proven wrong call me naive.

The only possibility I can see is that this a competitive move against China but like I said I don't think the average Japanese is going to back expansionist policies to the extent that China engages in.
