Looking at Goff's tap, I see a guy that lacks prototypical QB girth and arm strength but wins with prototypical QB skills. Goff has immaculate pocket presence. Pressure doesn't phase him and he works as successfully in a muddy pocket as Jameis Winston, Andrew Luck or any of the best pocket passer prospects from years past. Goff fights, climbs and wins with his pocket presence, poise and footwork. See 1:13 to 1:32 against USC below; see also 2:40.
Another area that Goff wins is in his anticipation. Although Goff plays in an Air Raid system, he anticipates receivers coming open at a NFL level. He regularly makes anticipatory throws in the middle of the field. His accuracy in the short to intermediate field is NFL level too. His ball placement is usually good.
Where his limitations show up are in his arm and deep throw talent. Although Goff can make most NFL throws, he sometimes struggles to push the ball down the field accurately. See 3:10,where in Goff should have made this throw but he throws behind the open receiver downfield. See 0:55 wherein a stronger-armed QB like Lynch could have made the play.
In general, Goff has Matt Ryan's QB talent (anticipation, accuracy and footwork) without one of the Atlanta QB's flaws (operating in a muddy pocket) . Ryan is a top 15 QB so I think Goff can be a top 10 or 5 QB so long as he gets weapons. That said, Goff is easily worth the #1 pick this year.
