He means he's like the Malcom & Martin of the lost generations of men and women in the drug trade, he represents their struggles, their triumphs, their blood, sweat, tears, handcuff bruises and hotel suites, endless club nights and early morning raids, he's a voice to that subculture, the way those men were to the civil rights movements. It's not a perfect metaphor or simile whatever and more then a little grandisoe, but I get it.
