White people didn't see enough immediate benefit in it for themselves 
The language in the Gov's bill expressed record expungement as its main feature add on, which mostly would benefit black people. It also proposed a regulation board and civilian growers licenses. The issue is that unlike Colorado, Jersey's weed legalization possibility came up out of no where and nobody expected it to really be a tangible thing. A lot of chatter was from black mayors and mayors of towns with high black populations where black people are being thrown in prison for weed charges and an emphasis on the social benefits from a crimal justice perspective. The bill has an indirect benefit to black people in jersey who are sitting in a cell for a damn blunt and whites literally see no direct or indirect benefit for themselves. If they pushed the image of white dudes who look like surfers growing in their homes, making a profit and own businesses it would have worked. Instead they tried to push legalization of weed as a civil rights issues and it failed. Shows a lot of cacs true colors in this state.
