I’ll take a stab.

They’re both evil, but two different flavors of evil. I don’t know which one is eviler.

Cotton takes the positions he takes because he’s a basically a fascist or something close to a fascist. A right wing authoritarian at least. He really does lust to drop bombs on brown people, call in the military to crush protestors, separate families at the border, and lock up more Black people for longer periods of time.

Hawley is almost totally amoral and only cares only about attaining power. He wants to be President bad and he’ll do anything to stand out, whether it’s flirting with working with Bernie Sanders on pandemic relief, trying to overturn the electoral count to make himself the MAGA legacy heir, or becoming the red pill/manosphere candidate. He has no soul.

I was gonna say almost the exact same thing. Cotton actually believes what he says, he just believes bad things. Whereas Hawley is in this solely for the power.

I'd say Hawley is worse. First off because Cotton coming out fast and hard against the capitol protestors and actually calling them insurrectionists proves that he has some sort of principles and isn't full-on fascist. Second of all, Cotton has no charisma which indicates a degree of humanity, while Hawley has that practiced superficial charisma of the sociopath who has spent his time studying human behavior so he can pretend to be a real person.

Yeah that is true that Cotton didn’t go in with the stop the steal nonsense, so fascist would be an overstatement. Just very authoritarian and racist.

Hawley is a unique kind of soulless supervillain evil.
