If you take the test when the child is born the responsibility for support falls soley on the mother.
If you take the test 13 years later...why shouldnt the responsibility of support still fall on the mother?

The same way a guy who adopts a child is responsible.
Sure the adopter is making an explicit decision to take on that responsibility, but I'm saying if you don't do your due diligence at birth then you're making an implicit one.
