Ill need to look deep into it but at face value it seems like Uber is trying to game the system and use their amazing product as their leverage vis a vis its popularity.
I think forcing them as employees was a good move. 
But I also think they should co-exist with Taxis.
I can't catch a taxi where I live but Uber is there in less than 4 minutes. I go somewhere special near the lake and I grab a taxi in under 4 minutes but Uber will surge price my ass.
Both a good and bad thing.
