Pushbullet or Join. They allow you to respond to/view text messages from your desktop or Chrome browser (depending on how you want to do it). Plus, you can send links and files back and forth between your PC and your phone or tablet.

Edit - Join is not available for Mac/iOS

since you up @Pete Wrigley do you happen to know that voicemail app that has your messages on the cloud but let's you pick and choose what message callers get. i think it might just be mobile as far as utility but you can check errything on your site. i heard about a service that does this. its basicallt a virtual secretary.

I've never used something like that and I can't think of any personal reasons why I would.

You may have to do some Googles but if you're on Android, look into an app called, YouMail. There may be other Virtual Voicemail Assistant apps you could look into.
